What is e-invoicing?
E-invoicing (electronic invoicing) is the automated exchange of invoice data between a buyer and a seller in a structured digital format. Unlike a PDF sent by email, a true e-invoice is machine-readable from end to end — it can be processed, validated, and archived automatically, without manual data entry.
Across Europe, governments are introducing mandatory e-invoicing rules for business-to-business (B2B) transactions, replacing paper and PDF invoices with standardised digital formats such as UBL, CII, or Factur-X.
Who does e-invoicing apply to?
E-invoicing requirements vary by country but generally apply to VAT-registered businesses engaged in B2B transactions. Most mandates begin with large enterprises and expand progressively to SMEs and micro-businesses. Some countries — such as Italy — have already extended the obligation to all taxable persons, while others like France, Germany, Poland, and Romania are rolling out requirements in phases between 2024 and 2028.
B2G (business-to-government) e-invoicing is already mandatory in most EU member states. Cross-border B2B e-invoicing will become mandatory across the EU from 1 July 2030 under the ViDA directive.
